Comprehensive Health Education Program

 

TheComprehensive Health Education Act was enacted in 1988 to ensure that SouthCarolina students receive an age appropriate, comprehensive, education programdeveloped with community control in compliance with the provisions of the law.Comprehensive health education encompasses all aspects of a young person’slife.  Included are, among other things:skills, attitudes, and practices of children and youth that are conducive totheir good health and that promote wellness, health maintenance, and diseaseprevention. The State Board of Education approved the South Carolina AcademicStandards for Health and Safety Education on July 8, 2009. These Standardsprovide the scope and sequence for age appropriate comprehensive health education.

 

TheComprehensive Health Education Act was amended in 2014 to include Erin’s Lawand the State Board of Education approved grade level instructional units forthe 2014 legislation, Erin’s Law (Act 293). These materials are offered as optionalresources that schools and districts may choose to use. The 2014 amendment tothe Comprehensive Health Education Act requires that all schools provideinstruction in sexual abuse and sexual assault prevention during the academiccalendar year to students in grades PreK-12th grade. Comprehensive Health Education – Erin’sLaw

Section 59-32-20(B) of the SouthCarolina Code of Laws was amended June 2014 (H.4061, Act 293) to read that theState Board of Education through the S.C. Department of Education “shall selector develop instructional units in sexual abuse and assault awareness andprevention, with separate units appropriate for each age level fromfour-year-old kindergarten through twelfth grade.” Relating to the requirementthat local school districts implement the comprehensive health educationprogram, among other things, Section 59-32-30(G) was amended so as to providethat “beginning with the 2015–2016 school year, districts annually shallprovide age- appropriate instruction in sexual abuse and assault awareness andprevention to all students in four-year-old kindergarten, where offered,through twelfth grade. This instruction must be based on the units developed bythe board, through the department, pursuant to Section 59-32-20(B).”

On August 12, theState Board of Education approved a resource guide of instructional units. Theguide and instructional units are offered to districts as a supplementalresource for the district’s curriculum to provide age-appropriate instructionin sexual abuse and assault awareness and prevention. If your district isinterested in learning more about these instructional materials, please joinone of the professional learning opportunities provided regionally this fall.The delivery of sexual abuse and sexual assault prevention instruction will bediscussed. The training dates and registration will be made available throughdistrict instructional leaders and the local district’s contact person forhealth and physical education.

 

4K:

·      Classroom teachers willbe implementing the age-appropriate instruction as written by the StateDepartment of Education (SDE).

·      Self-contained SpecialEducation Teachers will be delivering a modified curriculum tailored to theappropriate developmental level of the students.

 

5K-Grade 5:

·      Guidance Counselors areresponsible for Erin’s Law lessons in the

elementaryclassroom. The lessons are age-appropriate for each grade level as written bythe SDE.

·      Self-contained SpecialEducation Teachers will be delivering a modified curriculum tailored to theappropriate developmental level of the students.

 

Grades 6-8:

·      Comprehensive HealthPhysical Education teachers are responsible for lessons. Physical educationteachers will be giving age-appropriate lessons as written by the SDE.

 

Grade 9:

·      Teachers will bepresenting the curriculum during CAVS to ensure that all students are reachedfor the 2015-2016 school year. The lessons are age appropriate as written bythe SDE.

 

Grades 10-12:

·      The curriculum will beimplemented using It’s Learning software. This will allow for the inclusion ofall students regardless of schedule/RDA participation. The lessons areage-appropriate as written by the SDE.

Comprehensive health educationis required for all students in kindergarten through 9th grades. South Carolinahas specific requirements for health education based on the Comprehensive HealthEducation Act of 1988. Required topics vary by grade levelbut should include the following:

  • community health
  • consumer health
  • environmental health
  • growth and development
  • nutritional health
  • personal health
  • prevention and control of diseases and disorders
  • safety and accident prevention
  • substance use and abuse
  • dental health
  • mental and emotional health. 
  • sexually transmitted diseases (middle and high school)
  • reproductive health education (middle and high school)
  • domestic violence (middle and high school)
  • At the discretion of the local board, instruction in family life education or pregnancy prevention education or both may be included, but instruction in these subjects may not include an explanation of the methods of contraception before the sixth grade. 
  • CPR and Automated External Defibrillator (AED) for high school

To assist in the selection of components andcurriculum materials for reproductive health education, family life education,and pregnancy prevention education, each local school board shall appoint athirteen-member local comprehensive advisorycommittee consistingof two parents, three clergy, two health professionals, two teachers, twostudents, one being the president of the student body of a high school, and twoother persons not employed by the local school district.

ProjectAIM (Adult Identity Mentoring)- Project AIM is an evidence-based program developed byLeslie F. Clark and Kim Miller, owned by Children’s Hospital Los Angeles (CHLA)that decreases risk behavior among middle school age youth. Project AIMpromotes possible future selves and as a consequence, prevents risk behaviorsthat jeopardize that personal future.

 

ProjectAIM consists of 12 50-minute sessions conducted by two facilitators to groupsof 10 to 30 youth. Project AIM is implemented in small groups twice a week,over a six-week period in classrooms or community settings such as after schoolprograms, etc.

Components:

1.      Unit 1: Legacy, RoleModels, and Peers (three sessions). Students conceptualize legacy in their ownlives and their future.

2.      Unit 2: Self-Projection:Expanding Visions of Possible Selves (two sessions). Students identify andresearch relevant occupations.

3.      Unit 3: Self-ExpressionThrough Work: Development of Possible Self (two sessions). Students identifynecessary skills to be competitive and learn the value of self-presentationspecific to the desired future self.

4.      Unit 4: Skills ofFulfilling Positive Future Possible Selves (three sessions). Students gainskills to promote life goals and generalize skills.
